Blogosphere reaction to scoping document

Blogger Blogging in a Boggy Place has a thoughtful response to the launch of our Citizen Power in Peterborough report. Blogger Ian Shanks is generally positive about the initiative but has one big caveat:

It does smack of a project that will appeal to the usual suspects within the local establishment rather than a grass roots movement. The way that it has been presented in the scoping report uses language likely to turn off 95% of the local population and the cool and trendy way that they are using social networking sites shows that they do not understand the psychology of the city. Peterborough is a Homesteader city where the majority of people just want steady jobs to support them and their families. If you are looking for fertile ground for new ideas then you need a pioneering young city like Cambridge.

In that he has hit the nail on the head. So how do you spread a wider sense of community in a homesteader community?
